HS2 was always to have own line

LAST year Network Rail announced its plans for a new high-speed rail line connecting London, the west Midlands, the north-west and Scotland.

These plans did not specify a specific route. However, I can say categorically that the plans would not involve upgrading the existing west coast main line (WCML) to take high-speed services.

The business case for high-speed rail relies on the creation of a new line, freeing up the existing WCML to serve places like Watford, Milton Keynes and Northampton more frequently.
