NETWORK Rail has stressed it will have to agree to more detailed designs before any works go ahead in Gerrards Cross.
Tesco has this week said it intends to resume work on the project and produced a conceptual design showing how the tunnel and store will move forward.
But the company also said it will need approval on technical details from Network Rail, which it hopes to have by September.
Kate Snowden, Network Rail spokesman, said: "They have produced a conceptual design and need to work out some more detailed designs and are going to need a few months to do that.
"They have indicated their intention to proceed and we will work with them over the next few months and once they have got their detailed design we will look at those and once we are happy we will go ahead.
"It is a project we are happy to work with Tesco on over the next few months but our priority is the safety of rail passengers. Until we are satisfied that an acceptable design solution has been found then nothing will start in terms of work, but we will work with Tesco to develop the plans over the next few months."
